23-067 Parking City-Owned Vehicles and Procedures to Request Dismissal of Parking Citations (Re-issue DN 20-032)

The San Francisco Municipal Transportation Agency (SFMTA) has established the following parking guidelines for City-owned vehicles, as well as procedures for parking citation dismissal requests for citations issued to City-owned vehicles.

The following SFMT A policies generally apply to SFPD unmarked vehicles when the unmarked vehicle displays an emergency red light on the dashboard or from the visor and the member/driver is acting in an official police capacity:

23-066 Department Media Relations and Social Media - Booking Photos and Arrestee Information

The presumption of innocence is fundamental to our democracy and justice system. Regulating the release of booking photos can help prevent bias in policing and the potentially negative outcome for justice-involved persons who are subsequently not charged or convicted of committing a crime under the law. The California State Attorney General's Opinion No. 03-205 (July 14, 2003) deems adult arrestee's booking photos and arrestee information as public records and may be subject to release under Cal. Government Code section 6254(f).

DGO9.07 "Restricting The Use of Pretext Stops"

9.07.01 PURPOSE 

The San Francisco Police Department’s traffic enforcement efforts shall focus on ensuring the safety of our sidewalks and roadways. To that end, the goal of this General Order is to curtail the practice of stopping vehicles for low-level traffic offenses as a pretext to investigate hunches that do not amount to reasonable suspicion that a crime occurred. Pretext stops are disproportionately carried out against people of color and return negligible public safety benefits.

DGO9.06 "Vehicle Tows"

9.06.01 PURPOSE 

This General Order establishes Department policy and procedures relating to towing, placing holds, and releasing towed vehicles by members of the Department. 

9.06.02 POLICY 

It is the policy of the San Francisco Police Department that members tow vehicles only when authorized by law. In evaluating the reasonableness of warrantless vehicle tows and impounds, the decision to tow any vehicle should be based on the totality of circumstances, must be reasonable, and in furtherance of public safety.
