24-022 Emergency Response and Pursuit Driving Reporting Update

Pursuant to and consistent with Penal Code Section 13519.8, Vehicle Code Section 17004.7, and the guidelines established in POST Regulation 1081(a) (22), the Department will train its officers annually in emergency response and pursuit driving.

To establish policies and procedures for the safer operation of police vehicles in both Code 3 responses and pursuit driving situations; all traffic collisions involving a member operating in a Code 3 manner and all vehicle pursuit reports shall be forwarded to Emergency Vehicle Operations (EVOC) solely for training purposes.

24-021 Field Interview System

Field Interview (“FI”) reports are an invaluable investigative tool used to document observations, consensual encounters, detentions, and arrests that may potentially benefit current or future investigations. This tool allows the connection of criminal associations and individual activity by documenting locations, vehicles, and other pieces of evidence that may be relevant to criminal investigations.

24-020 Department Issued Business Cards & Reportee Follow-Up Form

Repartee Follow-Up Form ("SFPD 105 form") and Department issued business cards are designed to improve communication and interaction with community members and provide information to victims and repartees about the investigatory follow-up process.

Members should provide an SFPD 105 form in the appropriate language (English, Spanish, Chinese, Russian and Tagalog) to anyone making an incident report; when requested from a witness; or whenever email correspondence might aid an investigation.

24-016 Department General Order 7.03 "Information Dissemination Regarding Registered Sex Offenders Megan's Law" Update Packet #103

The purpose of this directive is to announce the revision of Department General Order 7 .03, Information Dissemination Regarding Registered Sex Offenders Megan's Law, adopted by the Police Commission on January 1 O, 2024. The Police Commission agreed to a 30-business day implementation period and therefore, members will be held accountable for this policy starting February 23, 2024.

24-015 Mandatory Listing of All Victims in Found Property Reports

The purpose of this department notice is to increase the potential of reuniting lost property with its rightful owners.

The Property Control Division consistently examines "Found Property" containing documents, passports, credit cards, etc. These items clearly list names and identities of those that may have lost the booked property. However, the review of the corresponding police report reveal that the above listed documentation is listed as "miscellaneous cards/IDs" or "passport." This practice is detrimental to reuniting lost property with its rightful owner.

24-012 Community Liaison Unit (Update to DN 21-006)

The Community Liaison Unit (CLU) has been established within the Community Engagement Division (CED) to assist in fostering relationships between the Department and historically marginalized and Limited English Proficiency (LEP) communities in the City of San Francisco.

The role of CLU is to promote community engagement and support the district station's community policing efforts. As stated in Goal 4: Relationship-Building of the SFPD Community Policing Strategy Plan, US DOJ Recommendation 40.1, CLU promotes pro-active engagement and crime-prevention strategies.
