23-087 Wellness Program Arbitration Award

Based on an arbitration award dated May 18, 2017 (" Arbitration Award"), under certain circumstances, sworn department members may be able to convert time taken off as FMSP (Family Medical Sick Pay) to another form of paid time off, such as VA, FH, EH, PE & OU.

This exchange may result in members being eligible for SP buyback payments under the POA MOU's Wellness Program, either currently or on a retroactive basis for fiscal year 2016.

Sworn members who used FMSP for their own serious health condition may exchange FMSP for FMOU only.

23-084 Firearms Only Envelope, Firearms Evidence Envelope and Proper Terminology (Update to DB 20-049)

The purpose of this notice is to instruct members on the procedures and use of the Firearms Only Envelope, Firearms Evidence Envelope and the Firearms Terminology Sheet. For information on the collection and booking of firearms and casings, see DN 23-085 (Procedures for Handling Firearms, Fired Cartridge Casings with Evidentiary Value, and NIBIN Protocols).

23-083 Collection of DNA Evidence at Crime Scenes

The purpose of this Department Notice is to provide members training in the collection of DNA evidence. Members should have the ability to collect basic DNA evidence at crime scenes that do not otherwise require a CSI response. Examples include blood left behind by a suspect when breaking a window in an auto boost, video showing a suspect touching an exterior window at an attempted burglary, or possible trace DNA left behind when a suspect touches a surface of a glove box latch or the steering wheel of a stolen vehicle.

23-076 Proper Disposition of Bicycles and Scooters that are the Property of Rental/Share Companies (Re-issue DN 20-057)

The City and County of San Francisco has seen a rapid increase of bicycle/scooter “Share” companies.

The Property Control Division (PCD) has come across these street rental bicycles/scooters while doing the daily evidence/property pick-ups from District Stations which have been booked as found property, property for safe keeping or in some cases, booked as personal property.

23-071 Mobile ShotSpotter Application

In 2008, the Department launched its Gun Shot Location System, commonly referred to as ShotSpotter. This system has proven to be an effective public safety tool toward reducing gunfire related crime and improving officer safety. The system has since received several upgrades and advancements, including a mobile ShotSpotter application.

23-068 Animal Care and Control CLETS Requests

The San Francisco Police Department has approval from the California Department of Justice to release information from CLETS to the officers or investigators of San Francisco Animal Care and Control on a "need to know" basis.

An amendment to Assembly Bill 1511, with an Article enhancement to the legislation states:

(a) call animal control officer, when necessary for performing his or her official duties, shall provide a compelling reason to an appropriate criminal justice agency to obtain state summary criminal history information.
