23-143 Addition of Training Division Units to the Firearm Discharge Review Board

I. Purpose
The purpose of this notice is to document the inclusion of the Commanding Officer of the Training Division and Officer-in-Charge of the Field Tactics Force Options (FTFO) Unit as advisory members of the Firearm Discharge Review Board (FDRB).
II. Policy
Department General Order 3.10, Firearm Discharge Review Board, was adopted on September 21, 2005, and is currently under revision. In its present form, the general order lists the Rangemaster, Commanding Officer of Risk Management, and Director of the Office of Citizens Complaints (now Department of Police Accountability) as advisory members of the Firearm Discharge Review Board. Once adopted, the revised general order will include the Commanding Officer of the Training Division and Officer-in-Charge (OIC) of the Field Tactics Force Options Unit as additional advisory members of FDRB, a position each has held since 2014 and 2019, respectively. Note: the revised general order will be renamed Serious Incident Review Board in recognition of the expanded types of incidents the Board will review.
III. Procedure
Prior to each FDRB meeting, the Commanding Officer of the Training Division, OIC of the FTFO Unit, and Rangemaster will analyze all firearm discharge(s) incidents scheduled for discussion and conduct a tactical review of the incident in the context of current Department training. The Training Division personnel will opine whether current training is responsive to the needs of members and the community. When warranted, the Training Division personnel will develop or modify training designed to improve an officer's response leading up to and during the actual incident, particularly those involving a firearm discharge.
The FTFO Unit shall present their training analysis and recommendations to the Board. The analysis conducted by Training Division personnel is separate from and independent of the findings of the Internal Affairs Division administrative investigation which serves to determine whether an officer's actions were in accordance with Department policy.
