24-068 Department General Order 5.25 "Foot Pursuits" Update Packet #106

The purpose of this directive is to announce the implementation of Department General Order 5.25, Foot Pursuits, adopted by the Police Commission on March 6, 2024. The Police Commission agreed to a 45-business day implementation period and therefore, members will be held accountable for this policy starting May 8, 2024.

24-067 Tire Deflation Devices (TDDs)

It is the policy of the San Francisco Police Department that officers who have been trained in the use of a Tire Deflation Device (TDD) be permitted to deploy those devices reasonably and safely when appropriate. Extreme care needs to be exercised when deploying a TDD to reduce the possibility of injury or serious damage to involved vehicles and officers.

TIRE DEFLATION DEVICES (TDD) – TDD use a variety of mechanical methods to defeat the integrity of vehicle tires to release the air pressure in a predictable, controlled manner.

24-066 San Francisco Police Department's 175th Anniversary Celebration Flag Raising Ceremony and Photo Session

The San Francisco Police Department (SFPD) will be celebrating its 175th Anniversary on Wednesday April 24, 2024. The celebration will begin with the ceremonial raising of the SFPD flag on the Mayor's balcony (1 Dr. Carlton B. Goodlett Pl) at 3:30 p.m. Immediately following the flag raising ceremony, participants will gather at Civic Center Plaza (335 McAllister Street) for the commemorative SFPD group photo.

24-065 Restructure of Investigations Bureau and Notification Protocol

The purpose of this notice is to inform Members that the Night Investigations Unit (NIU) is part of the restructuring within the Investigations Bureau.

NIU's duties and responsibilities will be assumed by the newly created Strategic Investigations Unit (SIU). The restructuring will also include additional responsibilities and notifications to SIU. SIU will be staffed with on duty personnel 24 hours a day, 7 days a week.

24-060 Senate Bill 43 - Behavioral Health, Clarification and Common Scenarios

Senate Bill 43, effective January 1, 2024, clarified the conduct that falls under "gravely disabled" that applies to Welfare and Institutions Code section 5150 holds. Officers should continue to apply the same principles used when taking a person into custody for a 5150 evaluation but there is a wider universe of conduct and behavior that is captured by "gravely disabled." 24-055 Mandated Reporters

Under California law, a mandated reporter is a person who, because of their profession, is legally required to report any suspicion or actual knowledge of the following:

  • Child abuse or neglect. (Pen. Code § 11166(a).)
  • Elder and dependent adult abuse or neglect (physical and or financial). (Welf. & Inst. Code § 15630(b)(1).)
  • Physical abuse, including domestic violence, observed by a healthcare practitioner. (Pen. Code § 11160(a).)
