23-159 Benchmark Stop Data System

The Department is required to comply with Assembly Bill 953 (AB953), the Racial and Identity Profiling Act, which enacted Government Code section 12525.5 that mandates reportable stop information be entered into the Benchmark Stop Data System (BSDS).

In line with the Department’s Strategic Goals related to Measuring and Communicating, when the Department collects and reports stops data, it helps build trust in and demonstrates transparency related to our work.

23-156 "Preemptive Deployment of Tire Deflation Devices"

The purpose of this Department Notice is to provide guidance to officers when circumstances arise which necessitate the preemptive deployment of tire deflation devices (TDD).

TDD uses a variety of mechanical methods to defeat the integrity of vehicle tires to release the air pressure in a predictable, controlled manner.

TDD are de-escalation tools and are intended as a defensive vehicle intervention tactic, deployed with the intent to afford time and distance by safely slowing a vehicle, thus reducing risk to the public, vehicle occupants, and officers.

23-153 Requesting Data & Analysis Support

The San Francisco Police Department has analysts assigned to various units who are available to conduct analytical work in support of all units within the Department. This analytical work includes crime and data analysis and geospatial analysis. Additionally, analysts are responsible for interagency and intergovernmental reporting requirements such as UCR (Part 1 and 2 Crimes), Racial and Identity Profiling Act (AB953) reporting, staffing and deployment information, use of force statistics, and ad hoc requests for data to support public presentations.

23-144 Department Email Policy & Procedures

The purpose of this Department Notice is to outline policy and procedure for the use of email for sworn and non-sworn members ("members"), specifically related to who can send email, what information can be sent and to whom the information can be distributed.

The Department email system allows members to communicate efficiently with other members, respond to the concerns of the community and conduct official Department business. Accordingly, the Department assigns each member an individual email account for official Department business.
