25-041 Access to Public Safety Cameras

With the passage of Proposition E, the City and County of San Francisco may install public safety cameras in locations where the Chief of Police has determined, following a public meeting, that installation would enhance public safety. 

As the Department works with the Department of Technology to install new cameras, the Department is also working to re-launch existing community safety cameras into public safety cameras.

25-040 Department General Order 5.13 Diplomatic Immunity Update Packet #120

The purpose of this directive is to announce the revision of Department General Order 5.13, Diplomatic Immunity, adopted by the Police Commission on April 2, 2025. The Police Commission agreed to a 45-business day implementation period and therefore, members will be held accountable for this policy starting June 5, 2025.

25-039 Department General Order 1.06 Duties of Commissioned Officers Update Packet #119

25-038 Standby Subpoena Procedures

The SFPD Court Liaison Unit facilitates standby agreements on behalf of members who are subpoenaed by the prosecution and/or the defense. The required procedures for complying with these pre-approved standby subpoenas are outlined below. 

DEFENSE STANDBY

Members shall accept and acknowledge all e-subpoenas sent by the Court Liaison Unit. Defense standby subpoenas remain valid for 14-court days and are stamped with instructions for Step #2. 

Step #1: Send an email reply to confirm receipt.

25-037 CLETS - Protecting Sensitive Criminal Justice Information

Members are reminded that it is a violation of the FBI Security Policy to attach CLETS returns or any data derived from a criminal justice information system (“CJIS”) to any outgoing department email or advisory, including “sworn only” addressees. All SFPD email transactions are considered disclosable information and as such are subject to the Sunshine Ordinance.

25-036 Wellness Program Fiscal Year 2024-2025

The Wellness Program for sworn members covered under the POA MOU will resume for the FY 2024-2025 (July 1, 2024, to June 30, 2025). The program allows qualifying sworn members of the Police Department to convert up to fifty (50) hours of accrued sick leave into a cash payment if desired.

Eligibility requires a member to have established and maintained a core bank of three hundred (300) sick leave hours and have not used more than thirty (30) hours of sick leave within the fiscal year.

25-035 960 Program

The purpose of this notice is to inform employees of the process set forth by Prop F for a retired City employee to work for the City and County of San Francisco under certain provisions. In 1994, the electorate of the City and County of San Francisco passed Proposition F, Employment after Retirement, a charter amendment. The passing of this charter amendment allows retired City employees, who have special skills or knowledge, to return to work for the City for no more than 120 days or 960 hours each year and continue to receive retirement benefits while working.

25-033 Restructure of Command - Financial Crimes Unit

The purpose of this notice is to inform Members and Professional Staff of the restructuring of the Financial Crimes Unit (FCU).

Effective Saturday, February 1, 2025, FCU has moved from the Special Victims Unit and now reports to the Commanding Officer of the General Crimes Unit.

25-032 Guidelines for Facilitating and Disseminating Training Programs

The San Francisco Police Department is committed to providing all members with equitable access to high-quality training and professional development opportunities. All training programs must adhere to SFPD policies, City and County of San Francisco regulations, and applicable state and federal mandates. The Training Division is responsible for managing all department training initiatives, including in-person classes, workshops, and virtual training formats such as webinars and e-learning modules.

25-031 Q2 Recruitment Referral Bonus Program for SFPD Employees

One of the highest priorities for the San Francisco Police Department is public safety. Currently, we are experiencing a staffing crisis as the Department is short-staffed by over 500 sworn members. Because we are our own best recruiters, we are initiating a new Recruitment Referral Bonus Program. The goal of the program is to incentivize our own SFPD employees, both sworn and professional staff, to recruit future Q2 applicants to become sworn members of the San Francisco Police Department.
