Terms and Definitions

3.02.01 PURPOSE 

This order clarifies and standardizes the meanings of certain terms commonly used throughout the Department. 

3.02.02 POLICY 

The terms in this policy will be considered the controlling definition if a conflicting definition arises in other written directives adopted after this policy’s effective date. 

3.02.03 DEFINITIONS 

Adult: Any person 18 years of age or older.

Community Policing

1.08.01 PURPOSE 

This General Order establishes the framework for community policing efforts and outlines the Department’s commitment to fostering trust, promoting public safety, and addressing community issues collaboratively with residents, merchants and organizations. This policy guides all Department employees in their day-to-day community engagement, problem-solving practices, and accountability.

23-179 Implementation of RESTVOS Mobile App Returning Stolen Vehicle To Owner System

RESTVOS will be available for use starting October 3, 2023, and will be mandatory for use starting January 15, 2024. The Technology Division will be offering training to training coordinators or their designees. During the implementation period, members are encouraged to seek assistance with the configuration of the RESTVOS App if applicable.

The objective of RESTVOS is to ensure a recovered stolen vehicle has been removed from the Stolen Vehicle System (SYS) prior to the Registered Owner (RO) taking possession of the recovered vehicle.

DN19-240 "Not on my Watch" Pledge

Several years ago, an idea emerged from our rank and file to affirm to the people of San Francisco that we will not tolerate intolerance or bigotry within or outside the San Francisco Police Department. The idea originated from the understanding that our relationship with the community is at the core of our effectiveness as a police agency. In a continuing effort to strengthen this relationship, we pledged to the community and to each other to serve faithfully, honestly and without prejudice and, if anyone suggests there is a place for intolerance, we pledge, "Not on My Watch."

Investigative Social Media Accounts

The use of social media in law enforcement related investigations is a valuable tool to the San Francisco Police Department. Social media is used by investigators across the Department, particularly the Investigations Bureau. Information obtained from investigative social media accounts can provide critical evidence in cases involving homicide, human trafficking, missing persons, firearms and firearms-related offenses, narcotics, special investigations, internet crimes, crimes against children, etc.
