24-198 Public Records on Personal Electronic Devices

The California Public Records Act ("CPRA"), Government Code section 7920.000 et. seq., generally requires that state and local agencies produce qualifying public records in their possession. In City of San Jose v. Superior Court ("San Jose"), 2 Cal.5th 608 (2017), the California Supreme Court held that public records on personal electronic devices ("PEDs") of City employees and officials may be subject to disclosure under CPRA. In other words, a record may be disclosable public record even if it is contained on a personal cellular phone or e-mail account.

24-195 Mandatory AO/CPT Cycle: January 2025 - December 2026

All sworn members are required to complete the Advanced Officer/Continuing Professional Training (AO/CPT) course once every two-year cycle, as mandated by POST. The POST AO/CPT cycle for sworn officers statewide begins on January 1, 2025, and ends on December 31, 2026. Each officer must complete the required training components to maintain compliance with POST standards.

AO/CPT classes will be scheduled for 40 hours, conducted Monday-Thursday or Tuesday-Friday, and will include, but are not limited to, the following courses:

24-191 Reporting Suspicious Activity "See Something Suspicious, Say Something Specific"

San Francisco Police Department members are required to make every effort to accurately gather, document, and make proper notifications regarding information that may indicate activities or intentions related to foreign or domestic terrorism. Members shall review Department General Order 8.10 First Amendment Activities to ensure any/all effort(s) made to gather and document information is within policy. Members shall contact the Special Investigations Division (SID) for guidance if in doubt.

24-187 Protocol for Television News Crews for SFPD Awareness

The purpose of this notice is to inform Members of a protocol established with the Department of Emergency Management (DEM) to inform patrol officers of when news crews are in the City & County of San Francisco.

Television news crews have been targets of armed robberies around the Bay Area for several years. Criminals have robbed reporters and news photographers of their camera equipment at gun point in numerous cities, including in San Francisco. Television news stations have taken the step of hiring private armed security guards to protect their employees in the field.

24-186 Pursuit Driving Policy Attestation: Vehicle Code Section 17004.7(b)(1) CVC

California Vehicle Code 17004. 7(b )(1) mandates that all sworn members of the department complete annual training on pursuit driving and policies. To comply, members are required to review the Department General Order 5. 05: Emergency Response and Pursuit Driving and complete the Pursuit Policy Test in PowerDMS no later than December 31 of each year.
