26-040 The Rapid Enforcement, Support, Evaluation, and Triage (RESET) Center Pilot Program
Department Notice
The purpose of this notice is to establish SFPD procedures related to the Rapid Enforcement, Support, Evaluation, and Triage (RESET) Center, located at 444 6th Street. The RESET Center is an involuntary 24-hour sobering facility, overseen by the San Francisco Sheriff’s Office (SFSO).
SFPD members are responsible for the initial eligibility assessment and transport of individuals to the RESET Center.
Southern Station, Narcotics Officers, and any other RESET-trained member, as determined by the Deputy Chief of the Field Operations Bureau, are responsible for the implementation of this pilot program beginning May 4, 2026.
Initial Eligibility Assessment
Requirement for Eligibility – Individuals who are arrested for PC 647(f). Members shall follow procedures listed in sections 5.06.02(B)(1),(2) or (7) of DGO 5.06 Citation Release.
Exclusion Criteria – Individuals are ineligible to go to the RESET Center if any of the following apply:
- Medical emergency requiring immediate attention/ambulance
- Administration of Narcan on the scene or during transport
- Meets criteria for Welfare and Institutions Code 5150
- Evidence of insect or parasite infestation
- Under 18 years of age
- Active arrest warrant(s)
- Exhibiting violent conduct or behavior posing a safety risk
- Possession of illegal weapons
- Felony possession of a controlled substance
- Any additional charges outside of PC 647(f)
- Possession of animals, except for service animals
- Personal property exceeding 10 gallons or 25 pounds
Procedures
All interactions with individuals shall be documented via Body Worn Camera (BWC) and in the RESET Application (App) on Department-issued cellphones.
- Initial Eligibility Assessment: Members shall conduct the initial eligibility assessment (see above).
- RESET Chair Reservation: Once RESET eligibility is determined, members shall reserve a chair through the RESET App.
- Search and Property Inventory: Members shall conduct a search and inventory the individual’s property in the Sheriff’s Transfer of Physical Property Form. All property (except seized narcotics and/or narcotics paraphernalia) accompanying the individual will be transferred to SFSO upon the member’s arrival at the RESET Center.
- Transport: Members will transport the RESET subject to the RESET Center. Transporting members shall comply with DN 23-190, Opiate Overdose Prevention and Treatment - Naloxone Hydrochloride.
- Cancellation and Release: If circumstances arise requiring RESET chair cancellation or unavailability (i.e. RESET Center closure, medical emergency, etc.), the member shall determine the most appropriate next step depending on the circumstances and note the reason for cancellation in the RESET App. Members may need to:
- Transport to CJ, or
- Call for an ambulance; or
- 849(b) release (per DGO 5.06, Citation Release) the individual, if appropriate.
- Transfer of Custody: SFSO Deputies will scan the RESET App QR Code, which will formally document the transfer of custody of RESET individuals from SFPD to SFSO. Once the QR Code is scanned, the custody transfer is complete.
- If the RESET Application is offline, members shall fill out the 647(f) Release When Sober Form (provided by SFSO) at the RESET Center to document the arrest and transfer of custody. SFSO is responsible for data input once the RESET Application comes back online.
Narcotics and/or Narcotics Paraphernalia, and Marijuana
With supervisor approval, members who seize narcotics and/or narcotics paraphernalia from individuals eligible for the RESET Center shall book them for destruction. If any narcotics and/or paraphernalia are seized, a Notice of Destruction will be provided to the individual when released from RESET by SFSO. Any seized narcotics and/or narcotics paraphernalia shall be packaged per Department policy with an EvidenceOnQ and Property for Destruction label affixed. Members shall place the packaged property in a Narcotics Drop Box.
If the individual has legal amounts of marijuana on them, members will package the marijuana per Department policy (DN 24-194).
Reporting & Documentation - RESET Application
The RESET Application constitutes the incident report required per policy for all RESET Center transfers. Members must obtain and enter a CAD and Case number into the RESET Application for each individual. Members shall complete all prompts in the RESET App and ensure that all information is true and accurate. The RESET App will email the arresting officer the completed information. The arresting officer will print this for their Sergeant's review and signature and retain it at the station.
Training
SFPD members responsible for implementing the procedures in this notice will receive training on RESET Center eligibility requirements and RESET application usage and documentation.
