25-044 Department General Order 3.10 Serious Incident Review Board Update Packet #122
Department Notice
The purpose of this directive is to announce the revision of Department General Order 3 .10, Serious Incident Review Board (Formerly FDRB), adopted by the Police Commission on April 2, 2025. The Police Commission agreed to a 45-business day implementation period and therefore, members will be held accountable for this policy starting June 5, 2025.
The updates in this policy include, but are not limited to the following:
- Definitions have been amended to include 'Proximate Cause' and 'Training Review'.
- Duties of the Serious Incident Review Board (SIRB) have been expanded and now include: use of deadly force; use of other than deadly force directly resulting in bodily injury requiring hospitalization; use of other than deadly force resulting in serious bodily injury and the use appears unreasonable; in-custody death; and officer-involved discharges.
- SIRB may review cases as directed by the Chief.
- The voting and non-voting members of the SIRB have been more clearly delineated.
- The review process has been clarified.
Members are expected to have a working knowledge of all directives applicable to their respective assignment and comply with their provisions, per DGO 3 .01, Department Written Directives. Members shall obey all written orders, policies, and procedures of the Department, per DGO 2.01, General Rules of Conduct.
