25-043 Department General Order 2.07 Discipline Process for Sworn Members Update Packet #121
Department Notice
The purpose of this directive is to announce the revision of Department General Order 2.07, Discipline Process for Sworn Members, adopted by the Police Commission on April 2, 2025. The Police Commission agreed to a 45-business day implementation period and therefore, members will be held accountable for this policy starting June 5, 2025.
The updates in this policy include, but are not limited to the following:
- Definitions have been expanded and clarified and now include the types of disciplinary action; chiefs level discipline; commission level discipline; disciplinary penalty and referral guidelines; the types of investigation dispositions; preponderance of evidence; just cause; progressive discipline; double jeopardy; probationary reversion; and command staff reversion.
- Investigative Disposition has been defined to clarify that all investigations will conclude with one of the following findings: improper conduct; insufficient evidence; proper conduct; policy failure; supervision failure; training failure; unfounded; referral to other agency; withdrawal; or mediated.
- The Chiefs level discipline process has been outlined and includes a notice, written response, Chiefs hearing, final discipline, and DPA notification; the member has the option to appeal to the Commission or appeal written reprimand.
- The Police Commission level discipline process has been outlined and includes a notice, hearing procedure, and appeal process.
- There is clarification around a suspension pending the appropriate hearing, and the types of suspensions.
- There is clarification for probationary members and their rights for a Liberty Hearing.
Members are expected to have a working knowledge of all directives applicable to their respective assignment and comply with their provisions, per DGO 3.01, Department Written Directives. Members shall obey all written orders, policies, and procedures of the Department, per DGO 2.01, General Rules of Conduct.
