24-191 Reporting Suspicious Activity "See Something Suspicious, Say Something Specific"
Department Notice
San Francisco Police Department members are required to make every effort to accurately gather, document, and make proper notifications regarding information that may indicate activities or intentions related to foreign or domestic terrorism. Members shall review Department General Order 8.10 First Amendment Activities to ensure any/all effort(s) made to gather and document information is within policy. Members shall contact the Special Investigations Division (SID) for guidance if in doubt. Members shall send hard copies of the following types of incident reports to both the Homeland Security Unit (HSU) and SID via Department mail.
All thefts of:
- Public safety vehicles, uniforms, and identifications.
- Law Enforcement equipment, uniforms, and radios.
- Chemicals and/or bomb-making materials.
- Military or Government equipment.
- Access cards, uniforms, and/or equipment for transit providers (MUNI, etc.), hospitals, stadiums, arenas, concert venues, postal service, fire/EMS, high profile companies (e.g., Salesforce, Uber), government department, and any other access card, uniform, or equipment that if utilized by a terrorist would jeopardize property and public safety.
Suspicious incidents/activities which occur in or around the following:
- Major transit areas such as the Salesforce Transit Center, SF Port, San Francisco International Airport, Muni, BART, Caltrans, and Ferries.
- Pre-identified structures that are considered critical infrastructure.
- Government facilities (Police Stations, Consulates, etc.)
- Sensitive or secure access points involving iconic landmarks.
- Religious institutions or religious organizations.
- Suspicious activities at major events, stadiums, arenas, concert venues, street festivals, or any other event that attracts a large amount of people in a specific area.
- Suspicious incidents that require a call-out of EOD (Explosive Ordnance Disposal Unit) personnel.
- Cultural or Social institutions/organizations
- Any situation that may have a nexus to terrorism.
Any SFPD Officer may submit a Suspicious Activity Report (SAR), once the SAR has been reviewed by a trained SFPD TLO (Terrorism Liaison Officer).
Members are encouraged to seek guidance from their unit's TLO for any questions. If there are no TLO's available, contact HSU through the Department Operations Center at redacted and ask for an on-duty HSU TLO-Coordinator. For urgent issues during business hours, members shall contact SID at redacted. After hours, members shall call the Department Operations Center (DOC) at redacted to get in contact with the on-call SID investigator. All SARs shall be forwarded to the TLO Coordinator at HSU.
