24-157 Reporting Personal Permanent Disabled Persons Parking Placard/License Plates

Effective immediately, sworn members issued a permanent state Disabled Persons (DP) or Disabled Veterans (DV) parking placard or license plates for personal use must notify the Police Department's Reasonable Accommodation Coordinator at (415) 837-7221, or via email at [email protected].

Acquiring a DP or DV parking placard/license plates suggests a sworn member's ability to perform essential job functions may be impaired by a medical condition, or that performing essential peace officer duties may pose a substantial risk of harm to the sworn member or the public.

Under California law, disabled persons qualifying for DP or DV parking placard/license plates, must have limitations that include, but are not limited to, the following1:

DP Parking Placard/License Plates

  • You have a diagnosed disease that substantially impairs or interferes with mobility.
  • You are unable to move without the aid of an assistive device.
  • You have lost the use of one or more lower extremities, or both hands.
  • You have specific, documented visual problems, including lower-vision or partial-sightedness.

DV License Plates

  • You have a disability rated at 100% by the U.S. Department ofVeterans Affairs (or the military service that discharged you) due to a diagnosed disease or disorder that substantially impairs or interferes with mobility
  • You are unable to move without the aid of an assistive device
  • You have lost the use of one or more limbs
  • You are permanently blind as defined in the California Welfare and Institutions Code §19153

Sworn members certified by a health care provider as meeting any ofthe above conditions may be unable to perform the essential functions ofsworn positions with the Department. Consequently, the Department must review whether sworn members with conditions qualifying for issuance of a DP or DV parking placard/license plates can perform essential job functions, with or without reasonable accommodations.

All sworn members issued (or submitting an application for) a permanent state DP or DV parking placard/license plates for personal use must comply with this directive immediately.
