24-044 Department General Order 8.04 "Critical Incident Response Team" Update Packet #104
Department Notice
The purpose of this directive is to announce the revision of Department General Order 8.04 Critical Incident Response Team, adopted by the Police Commission on February 14, 2024. The Police Commission agreed to a 30-business day implementation period and therefore, members will be held accountable for this policy starting March 28, 2024.
The updates in this policy include, but are not limited to the following:
- Guidelines on when the Critical Incident Response Team shall be notified as well as to establish policies and procedures for supporting members of the Department who are involved in shootings, collisions, and other critical events. Nothing in this General Order shall preclude any member or supervisor from contacting the Critical Incident Response Team.
- Members shall notify the CIRT team under the circumstances listed below:
- Officer Involved Shooting
- In-Custody Death
- Use of Force where the suspect is admitted to the hospital
- Injury to or death of a police officer
- Vehicle Collisions involving serious injury, death, and children
- Serious Injury or death of an infant or child
- Occupational exposures to bodily fluids
- Prisoner/Custody Escape
- Discharge of Firearm
- Mandatory response of CIRT:
- Officer Involved Shooting
- In-Custody Death
- Use of Force directly causing injury requiring admission to the hospital or a supervisor determines the use of force appears unreasonable and resulted in serious bodily injury.

Members are expected to have a working knowledge of all directives applicable to their respective assignment and comply with their provisions, per DGO 3.01, Department Written Directives. Members shall obey all written orders, policies, and procedures of the Department, per DGO 2.01, General Rules of Conduct.
