23-167 Department General Order 2.01 “General Rules of Conduct” Update Packet #95
Department Notice
The purpose of this notice is to announce the revision of Department General Order 2.01, General Rules of Conduct, adopted by the Police Commission on September 6, 2023.
Department General Order 2.01, General Rules of Conduct, was updated to include multiple changes. The Department also moved multiple rules from DGO 2.01 to other, more appropriate DGOs.
Finally, due to the renumbering of DGO rules in this revision of 2.01, an updated version of the Disciplinary Penalty & Referral Guidelines has been updated as well. Updates to the Disciplinary Penalty & Referral Guidelines were limited to updating references to the revised 2.01.
The following sections have been added to DGO 2.01:
1. Purpose and Policy Section
- Engaging in Just, Transparent, Unbiased, and Responsive Policing
- Conduct That Conforms to The Guidelines Set Forth in DGO 2.01
- Roles of Sworn Members and Non-Sworn Members of The Department
- Duty to Intervene to Prevent Misconduct Regardless of Experience, Rank or Tenure
2. Misconduct
- Conduct Unbecoming
- Conduct Reflecting Discredit
- Unnecessary/Excessive Force
- Unwarranted Action
- Neglect of Duty
3. Department Member’s Notification Responsibilities
- Circumstances Requiring Immediate Notifications to Commanding Officers
- Notification Timelines
- Notification Requirement When a Member is Made Aware of Possible Misconduct by Another Member(s)
- Documentation Requirements
- Reporting Requirements When Members Place Themselves in Peace Officer Status
4. Written Reports and Subpoena Service
- Submission of Timely and Accurate Incident Reports
- Justification for Not Documenting an Incident Report
- Subpoena Service Requirements
5. Fraternization Policy
- Prohibited Affiliation or Involvement in any Organization with Intent to Conduct Unlawful Business
- Prohibited Use of Authority or Position for Financial Gain or Illegal Conduct
6. Tobacco Policy
- Prohibited Use of Tobacco Products While in Direct Contact with The Public
Members are expected to have a working knowledge of all directives as applicable to their respective assignment and comply with their provisions, per DGO 3.01, Department Written Directives. Members shall obey all written orders, policies, and procedures of the Department, per DGO 2.01, General Rules of Conduct.
