The purpose of this directive is to announce the revision of Department General Order 8. 03, Crowd Control, adopted by the Police Commission on January 15, 2025. 

The Police Commission agreed to a 45-business day implementation period and therefore, members will be held accountable for this policy starting March 21, 2025. 

Notable changes include, but are not limited to the following: 

  • New Definitions: Crowd Management, Crowd Control, Unlawful Assembly, Riot, and Duly Authorized Representative of Media.
  • Expanded Guidelines: Dispersal Orders
  • Use of Kinetic Energy Projectiles and Chemical Agents: Restricted use unless ALL requirements set forth in the California Penal Code Section 13652 are met.
  • Arrest Procedures: Clear guidelines on handling individual, multiple or mass arrests, with authority delegated to event commanders.
  • Non-Uniformed Officers: Restricted use to make arrests unless life threatening situations exist.
  • Media Access: Added guidelines for cooperating with the Duly Authorized Representative of Media, aligning with California Penal Code 409. 7.
