DGO 1.05 "Duties of Station Personnel"

1.05.01 PURPOSE
This order establishes the duties and responsibilities of personnel assigned to district station duties.
1.05.02 PROCEDURES
- Duties of the District Station Captain - A member assigned to the position of the District Station Captain shall:
- See DGO 1.06, Duties of Commissioned Officers.
- Be responsible for the efficient operation of the station and the performance and discipline of its members.
- Review the station’s unit orders annually.
- Designate Captain’s staff to coordinate permit and license oversight.
- Designate Captain’s staff to serve and track subpoenas.
- Request specialized assistance through the Division Commander when necessary.
- Establish staffing levels for each watch and shift, consistent with Department direction and operational needs.
- Maintain a copy of each assigned member’s Certificate of Residence (SFPD 11) in accordance with DGO 3.06, Residence Certification.
- Community Policing
- Attend community meetings as required or send a representative.

- Duties of the Captain's Clerk - The Captain's Clerk shall:
- Maintain files, records, and reports as required.
- Perform duties as assigned by the District Station Captain.
- Duties of the Lieutenant - A member assigned to the position of Lieutenant shall:
- See DGO 1.06, Duties of Commissioned Officers.
- Review and approve police incident reports.
- Ensure that criminal charges are appropriately placed on prisoners and that reports are properly prepared.
- Manage daily staffing and scheduling to provide adequate personnel to meet the demands for police service.
- When Department property is damaged or lost, ensure the incident is investigated and documented as required.
- Inspect the district at varying hours, keep the station advised as to the Lieutenant’s whereabouts, and stay in radio contact.
- Receive and forward doctors’ notes and work status reports to the Medical Liaison Unit.
- Line Up and Sign Off
- Conduct watch lineup and end-of-watch sign off.
- Ensure officers are properly uniformed and equipped.
- Immediately investigate when a member fails to report on or off duty without a valid reason.
- Duties of the Station Keeper - A member assigned as Station Keeper shall:
- Prisoner Supervision
- Be responsible for the custody, control, and safety of prisoners and ensure compliance with booking and detention policies and procedures.
- See DM 12, Booking and Detention Manual.
- Officers shall follow the Station Keeper’s direction on custody and booking matters unless directed otherwise by a superior officer.
- Receive orders, bulletins, and teletype messages and distribute them as appropriate.
- Property for Identification - See DGO 6.15, Property Processing.
- Equipment
- Control access to the equipment room and maintain control of station keys.
- Maintain required logs for station-controlled equipment.
- Account for equipment, including vehicle keys, signed out through the Station Keeper.
- Brief the relieving Station Keeper on prisoners, property, equipment, and any unresolved station matters.
- Prisoner Supervision
- Duties of the Station Duty - A sworn member or Police Service Aide assigned to station duty shall:
- Answer the telephone promptly and courteously.
- Prepare reports and provide information to the public.
- Conduct an inspection of the station’s public lobby. '
- The public lobby should be clean, orderly, safe, properly maintained, and stocked with Department-approved forms.
- The member assigned to station duty is responsible for addressing any issues identified during the inspection, either by correcting them or notifying the appropriate personnel.
- Only forms, notices, signs, or postings that have been approved by the District Station Captain or the Department may be displayed in the public lobby.
- Perform other duties as directed by a superior officer.
- Monitor the police radio and provide requested information and support to patrol units.
- When an officer is assigned to both Station Keeper and station duty, the care and supervision of prisoners shall take priority over station duty responsibilities.
