Purpose 
This Department Notice serves to inform all members of the San Francisco Police Department (SFPD) about the Crisis Intervention Team (CIT) Liaison Program, which provides district stations with dedicated resources to enhance interactions with individuals experiencing mental health issues, psychological distress, or emotional crises. 

CIT Liaison Officers 
Each District Station Captain has designated two sworn members to serve as CIT Liaison Officers under their command. These officers act as station-level resources, providing guidance and support during incidents involving mental health concerns. They maintain direct communication with the CIT Unit and serve as the primary point of contact for station personnel. 

Responsibilities of CIT Liaison Officers 
CIT Liaison Officers are responsible for the following: 

  • Maintaining a comprehensive understanding of CIT-related concerns within their district, including local resources, services, and high-priority areas.
  • Staying informed about CIT field tactics, intervention strategies, training, General Orders, and Department Notices.
  • Being familiar with at-risk individuals within their district who require CIT attention.
  • Conducting informal debriefings with personnel following crisis incidents to assess response effectiveness and identify areas for improvement.
  • Notifying the CIT Unit regarding high-risk individuals or situations.
  • Communicating ongoing issues or concerns to the CIT Unit.
  • Attending scheduled CIT Liaison team meetings.
  • Providing roll-call training to patrol personnel to enhance awareness and preparedness for mental health-related incidents.

Engagement with CIT Liaison Officers 
Members are encouraged to engage with their designated CIT Liaison Officers whenever assistance is needed involving mental health-related incidents.
