Annotated list of SFPD officer-involved shooting investigations for the year 2023
OIS 23-001
On 5/19/2023 at approximately 1419 hours, Ingleside Station uniformed officers were dispatched to a call for service on the 100 block of Bosworth St regarding a burglary suspect armed with a firearm. The 911 caller identified the suspect as a family member and provided the location of the suspect. Officers arrived on scene and established a perimeter to contain the suspect. Additional resources including The SFPD’s Tactical Unit, the Crisis/Hostage Negotiation Team, and medical personnel were requested to respond to the incident. At approximately 1549 hours, the suspect exited the lower basement apartment holding a bottle of Vodka in his left hand and a silver handgun in his right hand. Officers issued commands in both English and Spanish to drop the firearm, which the suspect complied to by throwing the firearm onto the ground in front of him. The suspect remained near the firearm while he appeared to be listening to music, manipulating his cell phone, and drinking alcohol. officers continued to give the suspect commands to move away from the firearm, which he did not comply with. At approximately 1749 hours, the suspect leaned over towards the firearm and picked it up, against officers’ commands not to do so. Three officers deployed the ERIW, and one officers discharged his department issued rifle. First aid was provided, and the suspect was transported to ZSFGH where he succumbed to his injuries. Open.
OIS 23-002
On 6/22/2023 at approximately 0239 hours, Richmond Station uniformed officers were dispatched to a call for service regarding a battery on the 700 block of 31st Ave. The 911 caller reported that his wife was bleeding and that he believed his son killed her by hitting her with a stick. A struggle was heard in the background as the caller reported that his son, who was allegedly on drugs, was on top of him and that he needed help. A solo officers arrived on scene and contacted the caller who was bleeding from the face and standing in front of the doorway. The officers continued into the residence and up the stairs to the second story where he located the suspect who was standing in the second story hallway. The officer stopped at the top of the stairs and gave commands to the suspect as he remained at the opposite end of the hallway. The officer notified dispatch that he observed blood in the hallway and that the suspect was in possession of a knife. The officer requested backup officers to respond with an ERIW. The suspect started to advance toward the officer, all the while calling the officers profanities and stating that the officer was running away scared. The officer warned the suspect to get back or he would use deadly force, but the suspect did not comply. The officer retreated from the second story of the residence, down the stairs, and out the front door. As the officer and the 911 caller exited the residence, the suspect continued toward them with the knife in his hand. The officer then discharged his firearm. First aid was rendered, and the suspect was transported to ZSFGH where he succumbed to his injuries. Open.
OIS 23-003
On 7/26/2023 at approximately 1445 hours, three plainclothes officers assigned to Community Violence Reduction Team (CVRT) recognized a person with an active felony warrant for their arrest in the area of Fairfax Ave and Catalina St of the Bayview Hunter’s Point neighborhood. The CVRT officers confirmed the person’s identity, advised the person of the warrant, placed them under arrest, and requested another unit to provide prisoner transportation. As the officers were waiting, a subject unrelated to the warrant arrest confronted the officers and demanded the officers uncuff the person in custody. The subject threatened to kill one of the officers and said the person in custody was not going with the police. The subject took a few steps back, lifted his sweatshirt, reached toward his waistband, and wrapped his right hand around the grip of a handgun while looking at the officers and yelling at them to uncuff the person in custody. The CVRT officers alerted others in the immediate area and notified dispatch that the subject had a gun. Two other SFPD uniformed patrol officers arrived on scene in their marked patrol vehicle and ordered the subject to put his hands up and get on the ground. The subject did not comply with the commands and continued to shout at the officers while keeping his right hand gripped on the handgun. The subject then removed the handgun from his waistband and held it at his side. The subject then immediately raised his right arm into an extended position and pointed the handgun at the patrol officers. One officer discharged his handgun and the other discharged his patrol rifle. First aid was administered, and the subject was transported to ZSFGH where he succumbed to his injuries. Open.
OIS 23-004
On 8/28/2023 at approximately 2240 hours, Tenderloin Station uniformed officers were dispatched to an “A” priority call of a person with a large knife, threatening people on the 300 block of Jones Street. Responding officers arrived on scene and tactically positioned themselves and their vehicles to contain the subject. The subject was holding a knife and refused to obey multiple commands to put the knife down. Multiple attempts were made to de-escalate the situation and get the subject to comply, but he refused. Approximately 15 minutes after officers first arrived on scene, the subject picked up a duffle bag and a milk crate from the ground and began walking northeast on Jones Street towards the middle of the street. With his right hand, the subject pulled the knife from his waistband and quickened his pace as he moved towards the officers who had contained him. The subject then raised the knife and swung it back and forth as he continued to move towards the officers. Two officers issued warnings and deployed the ERIW, and two officers discharged their department issued firearms. The subject fell to the ground and was taken into custody. First aid was rendered to the subject, and he was transported to ZSFGH. Open.
OIS 23-005
On 10/9/2023 at approximately 1509 hours, a uniformed SFPD sergeant from Northern Station responded to a call for service of a vehicle that had intentionally crashed into the Chinese Consulate on the 1400 block of Laguna Street. One of the 911 callers also stated that the driver was armed with a gun, and it was also relayed that two security guards were holding the driver. As the sergeant arrived on scene, he quickly moved towards the subject and the security guards. The sergeant ordered the subject to get on the ground, but he did not comply. As the sergeant and a security guard pinned the subject from behind against the wall, the subject quickly rotated towards the sergeant and security guard and exposed a knife in his right hand. The sergeant blocked the subject’s elbow as the subject continued to turn towards them. The subject then made multiple, rapid, downward swinging motions with the knife towards the direction of the sergeant and the security guard. The sergeant quickly stepped back and discharged his firearm. First aid was rendered to the subject, and he was transported to ZSFGH where he succumbed to his injuries. Open.
