Presentation of OIS Educational Information During FDRB Presentations
Bureau Order
Presentation of Educational Information Regarding the Officer-Involved Shooting (OIS) Investigation Process
(Quarterly FDRB Reports to the Police Commission)
I. PURPOSE
The purpose of this order is to establish the policies and procedures for presenting information explaining Officer-Involved Shooting (OIS) investigative protocols to the public during quarterly FDRB presentations to the SF Police Commission.
II. PROCEDURES
In order to build accountability, transparency, and trust with the community surrounding officer use of force and officer-involved shootings, the Department has committed to holding regular discussions with the community on these topics. The goal of the discussions is to increase awareness and understanding of the public regarding police officer use of force and how the Department investigates reportable use of force and officer use of firearms.
In addition to bi-annual district captain community meetings being held in various communities and neighborhoods around San Francisco (as enumerated in FOB Bureau Order 19-01), the SFPD Risk Management Office / Internal Affairs Division OIS Team will include in its quarterly FDRB reports to the SF Police Commission an explanation of the OIS investigative process.
Police Commission meetings held at City Hall are covered live by SFGOV-TV and the video is archived for later, "on demand" access by the public and news media. The Police Commission provides public/news media with notice of meeting agendas by posting the agenda on the SFPD website and by emailing the agenda to interested parties including members of the news media. These informational presentations will serve as another means by which the SFPD informs the public regarding the OIS investigative process.
III. ACCOUNTABILITY AND REVIEW
(1) The lieutenant of the Internal Affairs Division shall be responsible for maintaining a log of FDRB presentations to the Police Commission documenting that the "OIS Investigative Process" was presented as part of the FDRB report(s).
(2) In December of each year, the Captain of Risk Management (RMO) shall conduct an audit and review of the logs as enumerated in III (1) above.
(3) The Captain of RMO will furnish a report on the outcome of the audit through the chain of command to the Assistant Chief/Chief of Staff.
