SFPD Arrests Auto Burglary Suspects #26-089

On July 15, 2026, a victim responded to Central Station to report that their rental vehicle had been burglarized while parked near Fisherman’s Wharf. The San Francisco Police Department’s Real Time Investigation Center (RTIC) reviewed surveillance footage of the incident and provided citywide plainclothes officers with descriptions of the suspects and their vehicle. Investigators also determined the suspects were responsible for at least three separate auto burglaries in the same area.

Using multiple investigative resources, RTIC and plainclothes officers identified the license plate associated with the suspect vehicle. Shortly thereafter, RTIC received an Automated License Plate Reader (ALPR) alert indicating the vehicle had entered the parking lot in Hayward, California.

Citywide plainclothes officers responded to the location and located the suspect vehicle parked and unoccupied. Officers developed an arrest plan, and when the suspects exited the mall and returned to the vehicle, officers safely took all three suspects into custody without incident. Officers recovered property stolen during the San Francisco auto burglaries from inside the suspect vehicle.

The suspects were identified as 26-year-old male Zykeill Council of Daly City, 31-year-old male Raheem Rodgers, and 30-year-old male Justin Mitchell.

All three suspects were transported to the San Francisco County Jail, where they were booked on charges including burglary, conspiracy, possession of stolen property, and possession of burglary tools.
