Over $8K in Stolen Property Recovered
The San Francisco Police Department (SFPD) Organized Retail Crime (ORC) Task Force is continuing its rigorous efforts to apprehend prolific retail theft suspects. ORC Task Force investigators are maintaining robust partnerships with local retailers to effectively investigate these cases.
The SFPD ORC Task Force continues to work closely with the ORC Vertical Prosecutor within the San Francisco District Attorney’s Office to ensure that suspects are held accountable.
Below are summaries of recent arrests and investigations:
Boosters and Fencers
Four enforcement operations were conducted in May and June of 2026 on the 700-block of Mission St. ORC Task Force investigators, Mission Corridor Enforcement Team officers, and RTIC drone operators worked with retail partners to focus on “boosters” (retail theft suspects) who were stealing items for resale to “fencers” (middlemen who purchase stolen merchandise to resell for profit).
During these operations, 29 suspects were arrested either as boosters or fences. Investigators will be working with the San Francisco City Attorney’s Office regarding businesses suspected of facilitating fencing activity.

Burglary Victim’s Tip Leads to $8k Recovery
In March of 2026, a residential burglary occurred on the 3700-block of 21st St. An SFPD Burglary investigator reached out to the ORC Task Force because a burglary victim located some of her stolen property being listed for sale online.
On May 14, 2026, ORC Task Force investigators conducted a search warrant at a residence in Bay Point, CA. Three high-value purses, with a total value of $8,400, were located and later returned to the victim. The person who listed the purses for sale online was detained and released pending further investigation.

Retail Tracker Leads to Arrests of Armed Thief and Serial Thief
On May 23, 2026, a theft occurred at Walgreens – 300 block of Montgomery St. A Walgreens employee notified the Real Time Investigations Center (RTIC) that some of the stolen merchandise had tracking devices. Drug Market Agency Coordination Center (DMACC) officers stopped 2 suspects, 19-year-old Jules Reeves and 25-year-old Sarrem Adbulbaki, in the area of Market St and 8th St. Reeves was in possession of a concealed and loaded firearm. Over $600 in stolen merchandise was also recovered.
ORC Task Force investigators had open investigations regarding Adbulbaki’s involvement in 3 theft incidents from April 2026, resulting in $59.8k of stolen glasses. Adbulbaki was arrested for those incidents as well.
Jules Reeves was arrested for felony charges of concealed firearm on person (25400(a)(2) PC), convicted person carrying loaded firearm (25850(a) PC), grand theft (487(a) PC), organized retail theft (490.4(a)(1) PC), and conspiracy (182(a) PC).
In total, Sarrem Abdulbaki was arrested for 7 counts grand theft (487(a) PC), three counts of burglary (459 (2nd degree) PC), two counts organized retail theft (490.4(a)(1) PC), petty theft with priors (666.1(a)1 PC), and conspiracy (182(a)(1) PC).

Violent ORC Robbery crew arrested
On May 30, 2026, SFPD officers responded to the 4500-block of Mission St regarding the vicious assault and attempted robbery of a female on a bus. Officers arrested three suspects: 23-year-old Kionna Collins, 23-year-old Joseph Avia, and 19-year-old Savannah Duran.
ORC Task Force investigators had open investigations regarding Collins, Avia, and Duran for a series of Organized Retail Crime incidents at supermarkets throughout San Francisco between December 2025 and May 2026. During one of those incidents, the suspects got into a physical altercation and sprayed a hazardous liquid on a security guard.
On June 1, 2026, ORC Task Force investigators booked Collins, Avia, and Duran. On June 4th, 2026, ORC Task Force investigators located 24-year-old Dezhane Dunn, who was an accomplice in the organized retail thefts.
In total, Kiona Collins was arrested for robbery (211 2nd degree PC), attempted robbery (664/211 2nd degree PC), aggravated battery (243(d) PC), false imprisonment (236 PC), conspiracy (182(a)(1) PC), two counts of grand theft (487(a) PC), two counts of burglary – 459 (2nd degree) PC), petty theft (490.2(a) PC), organized retail theft (490.4(a)1 PC).
In total, Savannah Duran was arrested for robbery (211 2nd degree) PC), attempted Robbery – (664/211 2nd degree PC), false imprisonment (236 PC), conspiracy (182(a)(1) PC), two counts of petty theft (490.2(a) PC), and organized retail theft (490.4(a)(1)PC).
In total, Joseph Avia was arrested for robbery (211 2nd degree PC), attempted robbery (664/211 2nd degree PC), false imprisonment (236 PC), resisting an executive officer (69 PC), conspiracy (182(a)(1) PC), petty theft (490.2(a) PC), and organized retail theft (490.4(a)1 PC).
In total, Dezhane Dunn was arrested for robbery (211 2nd degree PC), two counts of Grand theft (487(a) PC), two counts of burglary (459 2nd degree PC), three counts of theft with priors (666.1(a) PC), organized retail theft (490.4(a)(1) PC, shoplifting (459.5(a) PC), petty theft (490.2(a) PC), three counts of committing a felony when released on OR (12022.1(b) PC), and probation violation ( 1203.2(a) PC).

Armed Robber
In March of 2026, ORC Investigators began working with Walgreens employees at 25 Point Lobos Ave regarding a wheelchair bound habitual theft suspect who committed these crimes with a weapon. Investigators were able to identify the suspect as 66-year-old Lee Mitchell and tied him to 6 theft incidents between June of 2025 and March of 2026.
On March 10, 2026, Mitchell was arrested for those 6 incidents. On March 13, 2026, Mitchell was released from custody on his Own Recognizance and issued a Stay Away Order from the store.
In May of 2026, Walgreens employees reported that Mitchell had repeatedly returned, now wielding a knife. On May 17th, 2026, Mitchell was arrested for 2 new incidents and then subsequently charged for 3 additional incidents 2 days later.
In total, Mitchell was arrested for three counts of robbery (211 PC 2nd degree), five counts of burglary (459 PC 2nd degree) eleven counts of petty theft with prior (666.1(a)(1) PC, thirteen counts of committing a felony when release on OR (12022.1(b) PC), five court order violations (166(a)(4) PC, and parole violation (3056 PC).
