SFPD Department General Order (DGO) 3.01 requires that all policies under development be posted publicly to provide members of the public thirty (30) business days to submit policy recommendations.

Pursuant to DGO 3.01.04 (D), the Department and the Department of Police Accountability (DPA) jointly prepare a public response, which shall be posted on the Department’s website, outlining the recommendations included and not included in the DGO draft submitted to the Police Commission.

Joint responses are captured in the following recommendation grid which captures the original recommendation, whether the recommendation was included or not included in the draft DGO, and the explanation relating to the decision to include or not include the recommendation into the draft DGO.

The Department reserves the right to remove or not respond to comments if they are:

  • Unrelated to the subject of the DGO
  • Include private personal information (whether the commenter’s or someone else’s), including home address, home or cell phone number, personal e-mail address, or personal identification.
  • Include profanity or obscene language.

The Department received two (2) recommendations for DGO 10.02 Equipment from the public. The Department and DPA agreed on the response to the first recommendation (R1) and noted different responses to the second recommendation (R2).

The Department and DPA extend gratitude to all who took the time to contribute recommendations to this policy.

    The policy should be revised to prohibit firearms, striking B-D, E1d, E1e, E2c, E2d, F4, and G1c should also be struck. SFPD have proven irresponsible with their firearm privileges, at the cost to City taxpayers.

    Explanation
    SFPD is a law enforcement agency and officers are required to carry firearms and pass required firearm training. This comment will not be included in the draft DGO.

    10.02 B: The words "Department Rangemaster" have been completely removed & replaced by "...as recommended by the Training Division and approved by the Chief of Police." The Range (SMEs on Firearms) was not consulted. [This recommendation was received during the DGO 10.01 - Uniform public posting process but is relevant to DGO 10.02]

    SFPD Response: Recommendation will not be included in Draft DGO

    Explanation
    SFPD Response: This was removed because previously, the Rangemaster reported directly to the Chief of Police. Under the current structure, the Rangemaster makes the recommendations through the appropriate chain of command (Lieutenant and Captain at the Academy's Training Division). The Training Division, represented by the Commanding Officer, is responsible for making final recommendations to the Chief of Police.

    DPA Response: Recommendation should be included in Draft DGO

    DPA Response: "DPA agrees that the Range Master should have been consulted in the drafting of the DGO and that the references to Range Master should be added back in since he is the Department’s expert on firearms. DPA also requested to meet with the Subject Matter Expert on DGO 10.02 to discuss but this meeting did not occur."
