23-076 Proper Disposition of Bicycles and Scooters that are the Property of Rental/Share Companies (Re-issue DN 20-057)

The City and County of San Francisco has seen a rapid increase of bicycle/scooter “Share” companies.
The Property Control Division (PCD) has come across these street rental bicycles/scooters while doing the daily evidence/property pick-ups from District Stations which have been booked as found property, property for safe keeping or in some cases, booked as personal property.
Per Property Control Division's right of refusal policy (see DN 21-021 Property Control Division “Right of Refusal Policy”), the PCD will not accept rental bicycles or scooters booked as personal property, found property or property for safe keeping.
The only rental bicycles/scooters that PCD will accept are those that are integral pieces of evidence relating to a crime (other than 496 PC investigations) or a traffic collision.
In the event one of these bicycles or scooters are seized as part of a 496 PC investigation, PCD will only take custody at the request of the sergeant/inspector assigned to the investigation and a verifiable case assignment entry is made into CDW.
Officers have the option of contacting the bicycle/scooter companies for pick up if needed. These bicycles/scooters are clearly marked with a company name and contact information.
