SFPD Organized Retail Crime Task Force Arrests 25 Suspects #26-088

The San Francisco Police Department’s Organized Retail Crime (ORC) Task Force arrested 25 suspects, responsible for stealing over $8,000 in merchandise, during a series of operations over one month in June and July at businesses across the city.

The task force is a partnership with the San Francisco Sheriff’s Office and the San Francisco District Attorney's Office focused on apprehending prolific retail theft suspects. ORC Task Force investigators maintain partnerships with local retailers to effectively investigate cases.  

The SFPD ORC Task Force works closely with the San Francisco District Attorney’s Office ORC vertical prosecutor to ensure that suspects are held accountable. 

Below are summaries of recent arrests and investigations:

Retail blitz Operation in Partnership with Grocery Market 

On July 1, 2026, SFPD ORC Taskforce conducted an operation on the 300 block of 4th Street. The operation occurred after the business contacted SFPD requesting assistance to address theft incidents at the market. The one-day operation resulted in a total of 22 arrests and the recovery of nearly $975 worth of merchandise.

Long-Running Ice Cream Theft Spree

On June 12, 2026, officers responded to a market on the 400 block of Rhode Island Street regarding a prolific ice cream thief.  Officers located and arrested the suspect, 29-year-old Gregory Boone, a block away and recovered $190 in merchandise.

Additionally, ORC Task Force investigators worked with store employees to identify Boone as the suspect in seven other theft-related incidents with a total loss of approximately $3,000.  On June 17, 2026, officers placed Boone under arrest. 

Boone was charged with Grand Theft (487(a) PC Felony) and eight counts of petty theft (490.2(a) PC Misdemeanor)

Theft Targeting Camping Supply Store

On June 27, 2026, officers responded to a store on the 400 block of Brannan Street regarding a habitual thief.  Officers arrested the suspect, 36-year-old Dillon Gallatin, as he exited the store and recovered $196 in merchandise.

ORC Task Force investigators worked with store employees to identify Gallatin as the suspect in seven additional theft incidents with a total aggregate loss of over $2,400.  On June 8, 2026, Gallatin was arrested for the additional incidents.  In total, Gallatin was charged with Grand Theft - 487(a) PC/felony and eight counts of shoplifting – 459.5(a) PC/misdemeanor.

Re-offender Series

On July 7, 2026, a retailer notified the SFPD about a prolific thief targeting a store on the 4100 block of Geary Blvd. An ORC Task Force investigator recognized the suspect to be 37-year-old Christopher Holbrook, whom he had investigated and arrested for a series of thefts in 2025 (SFPD case 250494572).  

That 2025 investigation resulted in Holbrook pleading guilty to Burglary – 459 PC (2nd degree)/felony – for which he was sentenced to 16 months in jail.  Holbrook was released from jail in April of 2026. 

Further investigation into the 2026 incidents resulted in the discovery of additional theft incidents on the 5200 block of Geary Blvd.  With a total of nine theft incidents, the total aggregate loss was over $2,200. 

On July 9, 2026, Holbrook was arrested by Drug Market Agency Coordination Center (DMACC) officers and arrested on nine charges of Petty Theft with Priors – (666.1(a)(1) PC/felony).
