San Francisco Police Make Arrest in Unprovoked Aggravated Assaults 21-063

On March 15, 2021 at approximately 1:30 PM, San Francisco Police officers from the Mission District Station responded to 16th and Mission Streets regarding a stabbing.  Upon arrival, they located a 64-year-old male victim suffering from a wound to his cheek.  A bystander was providing first aid and an ambulance was summoned to the scene.  The victim was transported to the hospital with life-threatening injuries.

Through the course of an investigation which included interviews with the victim and witnesses, officers determined that the unidentified suspect cut the victim’s face with a knife and knocked him to ground. The suspect then fled into the 16th / Mission BART Station.

Approximately thirty minutes later, a 59-year-old male, Vallejo resident was walking on the 600 block of Market Street when he was assaulted.  The victim sustained head injuries and did not know what had happened to him. A witness told officers that the suspect ran up to the victim and punched him in the head multiple times causing him to fall to the ground where he laid motionless. The suspect fled the scene on a Muni bus.

Using images caught on surveillance video and descriptions provided by witnesses, SFPD investigators determined that the same suspect was responsible for both unprovoked attacks.  Crime Alert Bulletins were circulated with the Department.

March 16, 2021 at approximately 9:28 AM, and less than twenty-four hours after the first incident, SFPD officers assigned to Mission District Station saw a subject matching the suspect description at 16th and Mission Streets.  The officers detained the subject and, through the course of an investigation, developed probable cause to arrest him for both incidents.

Jorge Devis-Milton, age 32 was arrested on the following charges:

  • 16th/Mission Streets: Assault with a Deadly Weapon – Other Than Firearm (245(a)(1) PC, Aggravated Assault Likely to Cause Great Bodily Injury (245(a)(4) PC), , Aggravated Mayhem (205 PC), and Battery Causing Serious Injury (243(d) PC). 
  • 600 block of Market Street: Battery Causing Serious Injury (243(d) PC), and Aggravated Assault Likely to Cause Great Bodily Injury (245(a)(4) PC.
