Major Incident Response Team
Bureau Order
I. PURPOSE
The purpose of this order is to establish operational protocol for the Major Incident Response Team (MIRT).
II. ORDER
MIRT is designed to respond, and when necessary, handle the investigative aspects of major incidents, including but not limited to mass casualties, terror attacks, extreme workplace violence, life threatening injuries to a member, and any incident the Deputy Chief or Commander of Investigations, or their designee, directs.
III. SELECTION
MIRT will be comprised of volunteers from the Investigations Bureau. The investigators of the Bureau will all be notified by their respective Officer in Charge (OIC) of the opportunity and, if interested in volunteering, the investigator will be directed to contact the OIC of MIRT. Investigators must be ICI Core trained prior to becoming members of the MIRT. Members will provide schedules and contact information to the OIC of MIRT.
The OIC will comprise an active list and provide the list to the Investigations Bureau chain of command. This list will be updated as needed when new members volunteer and current members wish to remove their names or are assigned to commands outside of the Investigations Bureau. The OIC will designate an Executive Officer who will attend and participate in all meetings, training, and will respond to the scene when the team is activated. The Executive Officer will assume the responsibilities of the OIC in the event the OIC is unable to perform their duties.
On a daily basis, the OIC and the Executive Officer will review the list of available personnel and identify a group of potential primary investigators. Members of the team are on a voluntary basis and are not entitled to on-call pay. The OIC is selected by the Deputy Chief of The Investigations Bureau.
IV. ACTIVATION "CALL OUT" CRITERIA
When a major incident requires a large coordinated response, MIRT should be activated. In incidents where existing protocol dictates a specific unit would handle, yet calls for a major coordinated effort, MIRT would be available to assist. Determination of the lead investigator is ultimately the decision of the Investigations Command Staff.
MIRT members should be activated and deployed on all
- Mass casualties
- Identified as acts of terror
- Active Shooters/Attacker
- Incidents where there are life threatening injuries or death of a member
MIRT may also be activated at the discretion of the OIC of the team. The Deputy Chief or Commander of Investigations may also activate the team at any time.
V. DEPLOYMENT PROTOCOL
In the event MIRT is activated, the OIC and Executive Officer will begin notifying available team members. Priority will be given to on-duty personnel and predetermined primary Investigators. Deployed personnel shall respond and check into the Investigations command post unless otherwise directed.
VI. INVESTIGATIVE RESPONSIBILITIES
In the event MIRT is activated, the OIC will contact a primary Investigator. Should the nature of the incident not fall into the assignment criteria of a specific unit, the designated Investigator will be the lead Investigator. The lead investigator is responsible for the decisions and direction of the investigation. Additional personnel will also be contacted and deployed based upon the investigative needs and scene management.
VII. TRAINING
The OIC will identify training that would be beneficial to the team as it relates to the investigations of major incidents. Regular quarterly training will be conducted and coordinated with the team. In addition to the regular training, the OIC will identify members who could benefit from additional training and coordinate that training.
VIII. REMOVAL
Any member no longer having an interest in participating will be removed from the team. In the event it is determined that a member should no longer participate on the team, the Deputy Chief of Investigations may remove a member at their discretion. A member may be added or removed at any time.
IX. COMMAND STRUCTURE
The Major Incident Response Team will consist of:
- 1 Lieutenant, Officer in Charge
- 1 Lieutenant / Sergeant, Executive Officer
- 20 Sergeant/Inspectors/Officers (minimum)
The above personnel must be assigned to the Investigations Bureau
