The purpose of this directive is to announce the revision of Department General Order 3.02, Terms and Definitions, adopted by the Police Commission on January 21, 2026. The Police Commission agreed to a 30-business-day implementation period; therefore, members will be held accountable for this policy starting March 5, 2026.

The updates in this policy include, but are not limited to the following:

  • The terms in this policy will be considered the controlling definition if a conflicting definition arises in other written directives adopted after March 5, 2026.
  • DGO 3.02 includes a total of 72 terms and definitions.
  • This DGO represents the Department's confirmed interpretation of the definitions and terms commonly used.
  • New definitions in this policy include: Critical Incident, Major Incident, Pressure, Reasonable Suspicion, Employee, Member and Non-Sworn Member.
