26-026 Requesting the Tactical Unit Call-Out Procedures

The purpose of this notice is to establish procedures and guidelines for requesting the Tactical Unit (TAC).
The primary mission of TAC is to respond to "tactical" critical incidents and high-risk search/arrest warrant operations. TAC is a lifesaving unit that attempts to resolve incidents through the use of planning, specialized training, and specialized equipment. TAC should be utilized during the following (this list is not all inclusive):
- Hostage Taking
- Barricaded Suspects
- Sniper/Active Attacker Situations (Patrol officers are encouraged to respond and stop the attacker
without waiting for tactical units to arrive on scene).
The three criteria for a critical incident are:
- Involves a life-threatening situation.
- Has a defined terrain objective.
- Necessitates a coordinated tactical response.
Field Operations Bureau personnel should consider the use of TAC during encounters with violent subjects.
Once the determination has been made to utilize TAC as a resource, requests for TAC personnel can be made by the following:
- Via radio/dispatch - Request TAC via Department radio directly or on an "All" radio broadcast.
- If there is still no response by on-duty TAC members, the on-scene incident Commander, or designee, should contact the Department Operations Center (DOC). DOC will contact TAC through their protocols.
