Department Notice
In 2025, officers were introduced to the AXON application and the tool “AXON Community Request” that allows members of the public to upload evidentiary digital files such as surveillance video, cell phone video, photos or audio files, directly to Evidence.com. In an effort to streamline digital evidence efficiently, Evidence.com is now the only storage method used for uploading multimedia evidence for the Department going forward. Officers shall discontinue uploading media files to Crime Data Warehouse (CDW) and discontinue utilizing EvidenceOnQ to document digital evidence.
Obtaining Digital Evidence:
AXON Community Request
Officers can send Community Request links through the AXON Dashboard in the MyApps portal or by using the AXON application on their department mobile phones.
When an officer sends an AXON Community Request to a reportee, witness, or video custodian, they will receive an email or text with a link to upload the digital evidence. Officers will receive an email notification when a digital file has been uploaded with the link. Officers shall enter the case number in the ID box and denote the category as either “Relevant to a Case” or “Detention/Cite/Arrest.”
AXON Multimedia Import
The “Import Evidence” button is now active on Evidence.com which gives officers the ability to directly import photographs, videos, scanned citations, and any other report attachments to Evidence.com. This tool allows members to avoid the extra step of sending a “Community Request” to themselves.
Categorization and Documentation of Digital Evidence:
Officers shall categorize digital evidence as “AME” (AXON Media Evidence) in their report in CDW and note the categorized evidence in their narrative. For example: “I texted/emailed an AXON Community Request link to RW1 who uploaded (AME1) 2 videos and 4 photos to Evidence.com.” Officers shall enter the case number in the ID box and denote the category of evidence as either “Relevant to a Case” or “Detention/Cite/Arrest.”
Please note that only Body Worn Camera footage should be noted in the evidence section in CDW as “BWC” (See DN 25-080). Example below:
If a digital file is directly uploaded to Evidence.com, officers are not required to save, book, or upload that file by other means.
If a reportee or witness has already saved the files on a storage device and/or does not want to use the upload link, the officer should seize the storage device and book accordingly.
Investigators should search for uploaded digital evidence in both the “ID” field and the “Title” field of Evidence.com and add the files to their Evidence.com case file. Investigators should consider saving files to a physical storage device if there is a possibility the case will take several years to conclude.
